Quality assessment on the marketplace Deutschland.Digital

The marketplace Deutschland.Digital enables cities and municipalities to select tailored open-source digital solutions for smart infrastructure. The main challenge here is not a lack of solutions, but rather making an informed choice from an ever-growing number of options. Which solution can actually be adapted to their own infrastructure? Which one is well-documented, actively maintained, and architecturally sound?

Answering these questions manually and systematically for each solution would have been virtually impossible to accomplish with a reasonable level of staffing.

On the marketplace, Quasar automatically evaluates digital solutions based on key quality criteria: documentation, user-friendliness, the development community, and software architecture. The focus is on scalability: How well suited is a solution for adaptation and operation by a city or municipality?

The evaluation is based on publicly available data from the respective repositories. Generative AI is specifically used for individual, clearly defined metrics. The results are supported by transparent reasoning and are not simply presented as a score.

Currently, more than 20 solutions on the marketplace have been evaluated using Quasar. Compared to manual evaluation, the effort required per solution has been significantly reduced, while at the same time covering a broader range of quality aspects than would have been possible with purely manual methods.

The marketplace Deutschland.Digital is an example of what is possible when systematic quality measurement is not confined to the end of a process but is carried out continuously throughout. The same methodology used there can be applied to internal product landscapes: as a standalone, internally operated tool tailored to a company’s specific quality requirements and data.
