Fraunhofer IESE provides support at all levels as a neutral, scientific partner in the implementation of digital transformation processes – from the initial idea to sustainable consolidation. The focus is on structured and participatory requirements analysis that actively involves all stakeholders, such as administrative staff and citizens. We do not see citizen participation as an optional extra, but as an integral part of successful digitalization: needs, perspectives, and local conditions are systematically incorporated into the development process at an early stage.

We also provide targeted support in the preparation and evaluation of tenders, ensuring technology-neutral, realistic solutions that comply with public procurement law.

Our process support covers both operational implementation and the development of viable operating concepts for long-term operation. Through accompanying evaluations, we review the impact and effectiveness of the measures, identify potential for optimization, and ensure quality. To ensure that digital solutions have a lasting impact, we also support companies and municipalities in scaling up their operations.

Communication and public relations are important components of this process: we help to communicate change processes comprehensibly and build trust among all parties involved. In addition, we offer practical training courses to build skills and actively empower stakeholders for the digital future.
