The successful implementation of digitization projects, especially in rural areas, requires more than just technology: it requires an in-depth understanding of local contexts and the needs of local people, as well as reliable data and scientifically sound decision-making criteria.

Evaluation

As an independent research institute, we evaluate programs, measures, and digital products or solutions objectively, systematically, and in a user-centered manner. Typical questions we solve for our partners:

  • How effective is a measure or solution really?
  • How can a digital offering be better tailored to the target group?
  • Which success factors can be transferred to other regions?

Our methods range from user interviews and usability tests to impact assessments and standardized evaluation concepts for funding programs.

We support and accompany digitization projects with scientific expertise—especially in complex environments such as rural areas. Our accompanying research ensures that projects can be further developed and strategically managed based on empirically compiled and evaluated scientific findings. Examples include:

  • Heimat 2.0: Research partner in the nationwide model project on digital public services. 
  • Expert knowledge for digitalization components: We apply our expertise in specific areas such as e-government, digital participation, smart mobility, and healthcare.
  • Recommendations for action for local stakeholders: Our analyses lead to concrete recommendations for municipalities, companies, and civil society partners—tailored to their challenges and resources.
